Physical Description:
Athletic, well trained. He keeps his hair very
short, a left-over from military life. His face is stern, with a strong
jaw, and rarely takes on any 'expression'. His eyes, dark blue, always seem
to be appraising the person or situation before him.
Professional History:
Kevan Rackis entered Imperial service at 18
(Infantry), where he served. After exemplary action at the battle of Tenab he was transferred to covert operations service with the "Nightwraiths" where
he spent the proceeding 15 years, at first as a team member, then leader.
As the war with the rebellion drew out the Nightwraiths were assigned to
more and more questionable missions, such as civilian supply interdiction and
seizure of political prisoners.
Rixx was demoted for "insubordination" after refusing to carry out orders
to execute a cadre of rebel Bothan operatives thought to have transported
the stolen "Death Star" plans to the rebellion, but eventually achieved the
rank of Lt. Colonel
He continued to serve, but felt a degree of resentment toward the Empire
from that day forward.
Official Imperial report has Lt. Col. Rackis being the officer who ordered
the execution of over two-hundred rebel officers who had surrendered at the
rebel base on the ice planet.
Kelvin Rixx, seemed to appear out of nowhere on the outer rim shortly after
the incident on Hoth, where he quickly built a reputation on many worlds as
a harsh lawgiver, dispensing strict justice, and for "always getting his man."

Background:
Kevan Rackis grew up on the streets of Coruscant, the son of a
homeless couple. His father would feed the family, who lived in a factory
steam vent for warmth, by doing skut work in the lower levels of
Coruscant's planetary disposal system. His parents were killed when a
larger gang of homeless pillagers murdered them for their clothes. The
miscreants were caught, on his advice, but eluded conviction on legal
technicalities.
Shortly after his parents' deaths he enlisted in the Imperial army, seeing
it as the only way to survive. He soon found his place within the Imperial
ranks, and distinguished himself often. As a brush fire on a few core
worlds became a full blown rebellion, Rackis was assigned to the 377th
infantry battalion besh company, the infamous, but disavowed, Nightwraiths.
He again distinguished himself in special operations, performing pivotal
actions in Imperial victories on Sullust and Thyferra.
As the war with the rebels escalated his missions became more brutal, and
by "Imperial war law" illegal, such as seizure of civilian targets,
destruction of civilian resources, and executions (which he personally
refused to carry out).
Later, the Nightwraiths participated in the battle of Hoth. Rackis, who had
achieved the rank of Lieutenant Colonel by that time, and his team were
assigned to covert raiding, and sabotage of the rebel base on the planet.
This is where Rackis saw his chance. After he had personally infiltrated
the base, he posed as a rebel transport pilot and escaped to Mon-Calamari,
and later the outer rim. There he assumed the name Kelvin Rixx, and started
contracting himself as a "Lawman for hire"
Personality:
Grizzled. Rixx has a mean streak a mile wide, but he focuses
it on his current contract. He often "mistreats" criminal suspects,
especially if they have Imperial service in their background, and is
generally intolerant of overt criminal activity. He seems to have a very
black and white outlook on the world, you're either criminal or by-stander,
and in his eyes it doesn't take much to cross that line.
Vehicle of Choice:
Imperial patrol skimmer. This is an atmospheric patrol
vehicle used for standard patrol and emergency reconnaissance. A gunner
sits in the forward of two positions, or the gun and turret can be
automated by the pilot. He also owns an Imperial shuttle transport.
Form of Dress:
"Leather" boots, worn fatigues, Rebel combat vest, helmet,
and goggles. "Leather" gunbelt with a big blaster pistol in holster, and a jagged serrated knife on the other side. Small holdout slugthrower
obviously stuck into left boot. Concussion rifle usually slung across his back.

Abilities and Skills:
Talents and Interests: Rixx has a preternatural calm about him,
seeming blasé at situations that would even frighten a Jedi. He has great
skill with firearms of all types, but seems to prefer hand to hand combat,
which he is also extraordinarily skilled at
Rixx is also a good gambler, but often finds himself in debt to the local
loan shark.
